This camp was formed in 1996 and is named after the first Union Civil War Veteran who died in the Union settlement town of Saint Cloud, Florida, Lucius L. Mitchell. Documents found in a time capsule in 1996 that had been placed in the cornerstone of the Saint Cloud GAR Hall in 1914 when it was constructed were found. Among the items found in the time capsule were documents containing the signatures of 95 members of the original GAR Post #34, also named Lucius L. Mitchell. The last member of the Union Settlement died in 1943 at the age of 102. Most of those veterans are buried in the Mount Peace Cemetery off of 10th Street in eastern part of the city Saint Cloud, Florida.
